Car Purchase Agreement — Template & Complete Guide 2026

A car purchase agreement is the only document that legally proves the transaction between buyer and seller. In this guide — what to include, a free template, additional protection clauses, and the most common mistakes buyers make in Latvia.

1. 📋 Why you need a proper agreement

Thousands of used car transactions happen in Latvia every year — and a significant portion end in disputes. An incomplete or improperly drafted agreement can cost thousands of euros and months of litigation.

⚠️
No agreement — no proof
Verbal agreements cannot be proven in court. You will lose.
💸
€2,000 – €5,000
Average losses from a bad used car deal in Latvia.
Proper agreement protects
Fixed obligations, condition, VIN — basis for dispute resolution.

A good purchase agreement is not a formality — it's your main protection instrument. It defines exactly what you're buying, at what price, and in what condition the car is being handed over.

Below — a ready-to-use car purchase agreement template you can use as a basis for your transaction. Customize the field contents.

VEHICLE PURCHASE AND SALE AGREEMENT Place: _______________ Date: ____.____.2026. SELLER: Full name: _________________________________ Personal ID: _______________ Address: _________________________________ Phone: _______________ BUYER: Full name: _________________________________ Personal ID: _______________ Address: _________________________________ Phone: _______________ SUBJECT OF TRANSACTION: Make, model: _________________________________ Year: _______________ VIN number: _________________________________ Registration No.: _______________ Odometer reading: _______________ km Engine: _______________ (volume, type) Transmission: _______________ Color: _______________ PURCHASE PRICE: € _______________ (in words: _________________________________) PARTY CONFIRMATIONS: 1. The Seller confirms that the vehicle is their property and is not encumbered by third-party rights, pledges or prohibitions. 2. The Seller confirms that the odometer reading is true and has not been adjusted during their ownership. 3. The Buyer has familiarized themselves with the vehicle's technical condition and agrees to purchase it. KNOWN DEFECTS AND SHORTCOMINGS: _________________________________________________ _________________________________________________ ADDITIONAL EQUIPMENT (included in price): _________________________________________________ ADDITIONAL TERMS: _________________________________________________ Buyer's signature: _______________ Seller's signature: _______________

💡 Tip: Always fill in the "KNOWN DEFECTS" section — even if everything is fine, write "No known defects". An empty field can be interpreted ambiguously.

4. 🔒 Additional protection clauses

You can add extra clauses to the basic agreement for greater buyer protection.

🔧 Time-limited warranty

If the seller is a business (car dealer), you can agree on a warranty period.

"The Seller guarantees the operation of the vehicle's main components (engine, transmission) for 3 months or 5,000 km mileage (whichever comes first) after the sale date."

📋 Mileage confirmation

Seller's liability for the stated mileage.

"The Seller confirms that the vehicle's actual mileage is _______ km and no odometer corrections have been made. In case of false information, the Seller undertakes to compensate the resulting losses."

🚫 Right of withdrawal

Option to cancel the deal within a set period if hidden defects are found.

"The Buyer has the right to unilaterally withdraw from the agreement within 14 days if significant hidden defects are found that the Seller did not disclose. The Buyer shall inform the Seller in writing within 3 business days of discovering such defects."

💰 Advance payment terms

If the transaction involves installments or an advance.

"The Buyer shall pay an advance of €_______ by ____.____.2026. The remaining amount of €_______ — after the car is registered in the Buyer's name. If the deal falls through due to the Seller's fault, the advance shall be returned in full within 5 business days."

5. ❌ Common mistakes

🔢

Unchecked VIN number

VIN in the agreement doesn't match the VIN on the car body. Always verify physically and compare with registration documents.

💵

Lowered price in agreement

Sellers offer to write a lower price "for tax purposes". Never agree — in a dispute, you can only recover the amount stated in the agreement.

📄

Empty defects field

Unfilled "known defects" section. The seller can claim they informed verbally. Always document in writing.

🏷️

No mileage recorded

Without a recorded mileage in the agreement, there's no basis for odometer fraud claims.

👤

Identity mismatch

Seller's personal ID doesn't match the car owner in registration docs. Verify the seller is the legal owner.

📝

Single copy only

Only one copy of the agreement, taken by the seller. Always prepare 2-3 copies with original signatures.

6. ✍️ Checklist before signing

Before signing — verify everything with this checklist.

Pre-signing checklist:

VIN matches the car and registration docs
Personal data matches passport/ID
Seller is the registered owner
Price stated in numbers and words
Mileage recorded and matches reality
Known defects listed
Additional equipment listed
Car is not encumbered by pledges (check registry)
CSDD fines and road tax paid
Technical inspection valid
Agreement copies are identical
Both signatures on each copy

⚠️ Warning: Never sign an agreement in a rush or in the dark. If the seller is pressuring you — that's a red flag. A good deal can wait.

7. 📬 What to do after signing

After signing the agreement, you have 10 business days to re-register the car in your name at CSDD.

1

Get OCTA insurance

Mandatory third-party liability insurance. Compare prices across multiple portals — the difference can be up to 50%.

2

Pay the road tax (TEN)

Vehicle operation tax can be paid via internet banking or the e-CSDD portal.

3

Book a CSDD appointment

Use the e-CSDD portal (ecsdd.lv) to book an appointment at the nearest branch. Popular branches may have a 2-5 day queue.

4

Visit CSDD with documents

Bring: purchase agreement, your ID/passport, car registration document, OCTA policy, road tax payment confirmation.

5

Receive new registration certificate

After re-registration, you'll receive a new registration document with your details. License plates usually stay the same.

8. ❓ Frequently asked questions

Does a car purchase agreement need to be notarized?
No, in Latvia a car purchase agreement does not require notarization. The agreement is valid with signatures from both parties. However, notarization can be useful in case of disputes and is recommended for expensive purchases (over €10,000).
What data must be included in a car purchase agreement?
Mandatory: full name, personal ID number and address of both parties; car make, model, year, VIN number and registration number; purchase price in numbers and words; date and place; signatures of both parties.
How many copies should be prepared?
At least 2 copies — one for the buyer, one for the seller. If you plan to submit the agreement to CSDD, prepare 3 copies. Each copy must have original signatures.
Can the agreement be in a foreign language?
CSDD accepts documents in Latvian. If the agreement is in another language, a translation may be required. In practice — if both parties don't speak Latvian, a bilingual agreement is recommended.
What if hidden defects are discovered after purchase?
If the agreement doesn't state "sold as is", the buyer can claim compensation for hidden defects within 2 years (consumer rights, if seller is a business). Between individuals, the term is 1 year. Document defects in writing and notify the seller immediately.
Can a purchase agreement be signed electronically?
Yes, an electronic agreement with eSignature (eID or Smart-ID) is legally binding in Latvia. However, CSDD re-registration doesn't have a fully digital process yet — physical presence at a branch is still required.
